Al-Baqarah (2:2)

ذَٰلِكَ الْكِتَابُ لَا رَيْبَ فِيهِ هُدًى لِّلْمُتَّقِينَ

This is the Book about which there is no doubt, a guidance for those conscious of Allah -

wa-lā al-ḍāllīn

وَ (and) + لَا (not) + الضَّالِّينَ (those who are astray)

Nor of those who are astray
